JPEG, PNG, WebP — everything stays on your device

Why this exact limit matters

For passport systems, 20 KB is usually a floor, not a ceiling: India’s Passport Seva portal accepts photos between 20 KB and 100 KB, and UPSC uses a 20–300 KB band of its own. Applicants fail the 20 KB line from below far more often than from above — upload a 12 KB thumbnail and the system rejects it as too small. This page aims just under 20 KB for the forms that cap there; if your form floors at 20, use a higher target.

Official systems validate mechanically, so hitting just under the stated kilobyte ceiling — without going below useful quality — is exactly what a target-driven compressor should do. 20 KB is one of the tightest limits you will meet online, and this page is preset to exactly that ceiling.

How to compress to 20 KB

  1. Drop your image into the box above — it stays on your device.
  2. Confirm the target: under 20 KB as JPEG.
  3. The MozJPEG encoder searches its quality range so the JPEG output lands just under your limit. Dimensions are left at their original size unless the target demands otherwise.
  4. Preview the result, compare it with the original if you want, and download — the filename carries its actual size.

Tip: Passport-style photos compress much better when the background is plain and evenly lit; a busy background forces the encoder to spend bytes on detail nobody needs.

Measured: 20 KB in the Seva square frame

Our 914 KB, 1500×1800 portrait JPEG against a 20 KB ceiling with the passport-style square frame (350×350) applied:

Source file

914 KB

1500×1800 JPEG

Output

19.2 KB

just under the line

Quality setting

q69

solid for a small frame

Resolution

292×350

inside the square

Quality 69 inside a 0.1-megapixel frame is a usable document photo — the frame did the heavy lifting, not the quality slider. The same file without dimensions at a 20 KB ceiling collapses to quality 3. If your portal floors at 20 KB rather than capping there, pick a target like 50 KB and the floor takes care of itself.

From the 2025–26 cycles. The direction of the line matters as much as the number: Seva and UPSC reject files below 20 KB, IBPS rejects files above 50 KB with 20 as the comfortable entry point.

Frequently asked questions

My photo is 15 KB and Seva rejects it — can you make it bigger?

A compressor cannot honestly enlarge a file. The fix is to start from a larger source: scan or export at higher resolution, then aim just under a target inside the 20–100 KB band. Never pad a file with junk bytes to pass a minimum.

Seva asks for 3.5×4.5 cm portrait — why measure a 350×350 square here?

The square run shows the worst case for the 20 KB budget; the portrait-frame equivalent (413×531) lands at quality 35 on our test file. Both presets exist on this site — use whichever matches your form’s stated shape.

Is a photo at exactly 20.0 KB risky?

Slightly. Systems that floor at 20 measure the received file, and a borderline value invites rounding surprises. Aim for 25–40 KB when the floor is 20; this tool’s near-target landing is designed for ceilings, so set the ceiling a bit above the floor.

Does compression damage biometric detectability of the photo?

You should always follow the official requirements for your specific application. This tool maximizes quality within your size ceiling and shows you a side-by-side comparison, so you can verify the face stays sharp and well-defined before submitting.

Why JPEG and not another format for my upload?

JPEG is the most universally accepted image format on upload forms and gives the smallest files for photographs. If your destination accepts only "images", JPEG is the safe choice.

Do I need an account or app install?

No account, no install, no watermark. The page you are on is the whole tool.
